Their 5 E's to Equity in Federal Procurement is a framework that offers a roadmap to expand the federal supply chain, strengthen the defense industrial base, and help ensure we are more inclusive of the communities that serve this great nation. Their concepts to improve small business development and engagement are supported by government agencies and industry leaders.  If implemented their solution set would help grow the federal supply chain up to 120% over the next decade while reducing the administrative burdens on agencies and prime contractors.
