Jasmine Alexander is the Division Director within the Office of Acquisition Operations, Interagency Contracts, Services Division 2, Information Technology Category (ITC), Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services..

The Interagency Contracts Services Division is responsible for GSA’s highly successful Best-in-Class Government-wide Acquisition Contracts (GWACS) including STARS III, VETS 2, and Alliant 2. Additionally, this group is responsible for the development of GSA’s next generation, Best-in-Class, unrestricted GWAC, Alliant 3. Ms. Alexander leads a highly skilled and diverse workforce that manages more than 1500 contracts providing services and solutions to defense and civilian agencies.

Prior to becoming the Division Director, Ms. Alexander served as a Branch Chief for GSA/ITC Interagency Contracts, Services Division 1. In that role, she managed and coordinated over $1B in acquisitions for GSA’s Shared Services Programs supporting such federal initiatives as the Federal Information Technology Acquisition Reform Act and the President’s Management Agenda. Ms. Alexander’s branch provided acquisition support for major programs including Networx and Enterprise Infrastructure Solutions (EIS), USAccess, the Federal Public Key Infrastructure Management Authority (FPKIMA), Salesforce, and GSA’s newest small business GWACs, Polaris.

Ms. Alexander has over 30 years of government contracting experience with GSA. Over the years, Ms. Alexander led multi-million-dollar product and service acquisitions for the US Customs Service consolidation into the Ronald Reagan Building, the Portsmouth Naval Hospital, and the Federal Energy Regulatory Commission Headquarters move. For the past 20 years, she has focused on IT acquisitions, first supporting the IT Schedule 70 as a Contracting Officer, then as an analyst in the policy division responsible for Schedule improvements, reviews, and outreach. Ms. Alexander was the lead Contracting Officer to the Office of Infrastructure Optimization (OIO) Homeland Security Presidential Directive-12 (HSPD-12) Managed Service Office (MSO). She led the pre-award, solicitation, award, and administration activities for the major contracts supporting USAccess, a High Value Asset and Shared Service supporting over 100 customer agencies, boards and commissions.

Ms. Alexander’s focus is always on improving processes, as well as improving GSA’s support to its customer agencies. As part of a matrix team tasked with exploring options for the expiring USA Contact, the team added the Automated Contact Center Solutions Special Item Number to IT Schedule 70. For that effort, Ms. Alexander was a 2019 recipient of the Service to the Citizen Award.
Ms. Alexander is FAC-C Professional and holds an Associate’s Certificate in Project Management from ESI/The George Washington University. Ms. Alexander is FAC-C IT+ certified and holds CFCM and CPCM certifications from the National Contract Management Association (NCMA). Ms. Alexander has a Bachelor of Arts from the College of William and Mary.
