Mr. Charles Wingate is the Director of IT Solutions in the Office of Acquisition Operations, Information Technology Category (ITC), Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services.
Mr. Wingate leads three branches, predominantly located in Atlanta. He is responsible for providing acquisition guidance to a staff of 35. The division administers over 1300 consolidated Multiple Award Schedule (MAS) contracts and executes over 5500 contract actions on an annual basis as new awards and modifications. His office is the primary FASTLane center responsible for processing e-offers and modifications in support of GSA and the Office of Information Technology Category initiatives, specifically the 2nd Generation Information Technology (2GIT) and Ascend Governmentwide Multiple Award Blanket Purchase Agreements (BPAs). Contract Division 3 is known as GSA’s BPA Center of Excellence, where they currently oversee, solicit, negotiate, award and administer 90 plus agency specific and Governmentwide BPAs valued between $10 million dollars to $1.5 Billion annually.
As a Branch Manager in the National IT Commodity Program he oversaw the launch of two game changers: GSA Government Managed Reverse Auction System and GSA Advantage Select. Mr. Wingate also provided guidance on several strategic sourcing acquisitions and solutions for IT commodities valued over $500 Million.
Mr. Wingate began his GSA career in 2007 as Senior Contracting Officer for the Assisted Acquisitions Services Division. In this capacity, he directed acquisition support to various federal agencies, including DOD agencies. Prior to GSA, he worked at NASA Langley Research Center, VA. He began his contracting career with the Air Force in 1985 as an enlisted member and returned as a civilian in 2002 after completing 21 years of military service. He has held various positions covering all spectrums of acquisitions. Mr. Wingate currently holds an unlimited contracting officer warrant and is FAC -C Level III certified.
