Elizabeth Hines is the Chief Operating Officer of Maritime Applied Physics Corporation, a BlackSea Technologies company. MAPC has been in business almost 40 years, specializing in advanced marine technologies for primarily defense and some commercial markets. The MAPC business model is to bring advanced platform technologies, such as uncrewed vessels and parafoils to meet the forward/ future needs of our customers.

MAPC has won over 37 Phase I SBIRs, with over 15 of those transitioning to SBIR Phase IIs and/or “reach-backs”. MAPC completed performance recently on a Rapid Innovation Fund (RIF) for our tethered parafoil, TALONS. Announced a few weeks ago, MAPC won a $10M “Accelerate the Procurement and Fielding of Innovative Technologies” (APFIT) award to support the supply of some of MAPC’s SBIR technologies to various customers.

Elizabeth joined Maritime Applied Physics Corporation in the Spring of 2016 working on marketing, conferences, and business development efforts.

Elizabeth manages the day-to-day operations of the company, processes improvements (such as supply chain resiliency), and orchestrates business development efforts. Her previous 15-year career before joining MAPC was with State and local governments in various appointed positions, such as Chief of Staff for the Governor’s Office of Community Initiatives and Director of the Foreign Trade and Enterprise Zone for Baltimore City. She has a B.A. from Oberlin College in Political Science and French and a 2019 graduate of Seth Godin’s AltMBA program.
