Ms. Downes currently serves as an Acquisition Policy Specialist in the Office of the Deputy Assistant Secretary of the Army for Strategy and Acquisition Reform (DASA(SAR)) under the Assistant Secretary of the Army for Acquisition Logistics & Technology (ASA (ALT)). Ms. Downes is responsible for the planning and development of acquisition policy related to intellectual property management.

Prior to her current position, she served with the Army Systems Acquisition Review Council (ASARC) Secretariat in the ASA (ALT). Ms. Downes was responsible for interpreting and writing acquisition policy, and coordinating and executing acquisition decision meetings for the Army Acquisition Executive and the Deputy for Acquisition and Systems Management.

Before joining ASA (ALT), she was a principal advisor to the Project Manager, Tactical Radios for the coordination and performance of all operational tasks, including project planning, prioritization, and management. Ms. Downes was responsible for the oversight of all business operations functions and the planning and management of a wide range of efforts critical to the operation of the organization.
